全球数字平等倡议

　　数字传播技术在全球范围的拓张与更迭使人类社会步入数字化时代。数字技术一方面促进了产业升级、经济发展、公共服务和文化交流，另一方面也引发了不同国家、地区、阶层、种族和个体之间在数字时代的不均衡发展。数字鸿沟、数据滥用、虚假信息、数字垃圾、平台垄断、治理困境、公平赤字等问题已经成为全球社会共同关心的核心议题。全球数字平等国际学科联盟以数字平等为核心要义，旨在推动各学科相关研究领域的学术机构与学者间的对话合作，以学术研究为出发点，深刻剖析全球数字经济社会发展中面临的不平等问题，推进全球学界与政府、产业及全球公共社会的交流互助，推进全球数字社会的公平正义，助力全球可持续发展。
　　构建全球数字平等国际学科联盟，推进全球数字善治，需要各方携手努力、共同推进。为此，浙江大学联合海内外20余家单位倡议：
　　一、协调全球数字平等研究，推进学术资源共享
　　以学科联盟合作单位为主体，实现以全球数字平等为目标的学术研究资源与数据共享，形成关键指标并建立数据动态更新与监测机制，为全球社会实现数字经济的可持续发展与数字社会的公平有效治理提供数据支撑。
　　二、建立全球学术对话机制，增进学术交流共识
　　发挥学科联盟参与单位的全球影响力，举办以全球数字平等为主题的年度高端论坛，邀请具有全球影响力的政府、产业与学界人士，针对数字治理与数字平等领域的核心议题展开交流讨论，形成共识。
　　三、凝聚全球学术研究力量，服务全球社会治理
　　以数据库与高端论坛的建设成果为依托，以学科联盟的全球领军学者为主体，围绕全球数字平等议题发布年度研究报告，整合全球范围内该领域的重大研究成果，为增进全球数字平等提供决策参考。
　　四、培育全球青年学术人才，助力文化传承创新
　　定期举办暑期学校与青年论坛，汇聚一大批优秀青年学者，促进数字平等研究领域的传承与创新，培养具备历史眼光、全球视野、人文关怀的青年人才，以积极、年轻、向上的姿态直面困境，化解困局。
　　五、提升全球公民数字素养，创造幸福数字生活。
　　通过公益讲座、培训、节展、影视、游戏等多重形式，推进公众数字素养教育，帮助公众学习数字知识，增强数字技能，遵循数字伦理，规范数字行为，营造公平正义、理性和谐的全球数字社会。
　　GlobalDigitalEqualityInitiative
　　Theexpansionandtransformationofdigitalcommunicationtechnologiesacrosstheglobehavecreatedanewdigitalworld。Digitaltechnologieshaveprofoundlycontributedtoindustryandeconomy，aswellaspublicserviceandcommunication，yettheyhavealsobroughtconfrontationsandinequalitiesamongnations，regions，races，andinpiduals。Theissuesofdigitalpide，dataabuse，misinformation，digitalwaste，platformmonopoly，anddigitalgovernancealldemonstratethecrucialityofadvancingglobaldigitalequalityintoday’sworld。ThemissionofInternationalUnionforDigitalEqualityStudies（IUDES）istopromoteacademicresearchandcollaborationaddressingvariousformsofinequalitiesintheglobaldigitaleconomiesandsocieties。Fromaninternationalandinterdisciplinaryperspective，weaimtofacilitatedialoguebetweenacademics，industriesandgovernments，contributingtothejusticeandsustainabilityintheglobaldigitalsocieties。
　　Insupportofthisobjective，ZhejiangUniversityand20otherinstitutionsaroundtheworldproposeaglobaldigitalequalityinitiative。
　　Shareacademicresource
　　WiththeIUDES，wewanttofacilitatethesharingofacademicresourcesindigital（in）equalitystudies。Wewilldevelopadynamicindex，mappingglobalinequalitiesandprovidingdataandinsightsforequalandeffectivegovernanceoftheglobaldigitalsociety。
　　Facilitateintellectualdialogue
　　TheIUDESwillprovideaglobalnetworkforacademicinstitutionsandresearchersaroundtheworldtocollaborateonresearch。Wewillorganizeannualconferencesunderthemesrelatedtodigitalequality，andinvitescholars，andprofessionalsfromNGOs，governmentsandindustriestohavedialoguesoncoreissuesindigital（in）equalitystudies。
　　Serveglobalgovernance
　　TheIUDESwillpublishannualreportonglobaldigitalequalitystudiestomapkeydevelopmentsinthefield。This，togetherwithourconferenceandindex，willnotonlybenefitresearchers，butalsoprovideinsightsforpolicemakersandindustrialprofessionalsaroundtheworld。
　　Cultivatefuturegenerations
　　Earlycareerscholarsarethefutureofglobaldigital（in）equalitystudies。ItiscrucialfortheIUDEStoprovidesupportandtrainingforjuniorscholars。Wewillorganizesummerschoolsandworkshopsasastageforearlycareerresearcherstonetworkandpublicizetheirwork。
　　Enhancepublicliteracy
　　TheIUDESwillcollaboratewithinstitutionsacrosstheworldtoorganizepubliclectures，trainings，exhibitions，screenings，andgamesinlocalcommunities，toimprovedigitalliteracyamongvariouspopulations。
